i live in the uk and want to know if any one knows when a town called eureka series 4 starts
Is it normal in E.S. for people to sit outside at restaurants with their dog? Is it a problem?

I am watching tv series Eureka, and I am really impressed with the town and residents. Is there a place like Eureka, where majority would be world geniuses, working to improve the world?
Thanx to all responses, and btw I am not a sci -fi lunatic, just interested in science. 
I don’t mean in terms of the hover cars, invisible people or giant end of the world guns, by the way! Are there small towns/communities out there which are built round large research labs, for things ranging from quantum mechanics to neuroscience? I am training to be a theoretical physicist, and I don’t just want to be at universities, lecturing and researching – I want to be a part of a big community like Eureka, where everyone does their own research and lives in the same community. Universities just don’t do it for me! Thanks
